We should feel greatly indebted to you to place the follow- ing before the Government of Hongkong at such time as you may think advisable.
After the outbreak of war we had been permitted to remain in the Colony on certain conditions. We know that these conditions have been conscientiously kept by the Germans without an exception; it appears therefore out of question that the harsh measures now adopted against the Germans are in any way due to dissatisfaction
with our conduct and behaviour.
In the undertaking we had to sign it was mentioned that the permission to remain in the Colony could at any time be revoked. This was taken en by all of us (and we think we were perfectly justified in doing so) as an assurance that although we might at any time be expelled from the Colony, we could never be interned.
We, therefore, strongly appeal to the Government to be allowed to leave the Colony in accordance with the terms of the under taking we have signed, on such conditions as the Government may impose.
Apart from the above we understand that according to the Hague Convention the option must be given to enemies resident either to quit the country with a certain time or to be interned. This option has never been given to us.
Should our request not be granted we would ask the Govern- ment to accept the present as a formal protest against our internment
